BAK Technology Leadership Index
Technological progress is a key driver of growth and prosperity for regions. It is, therefore, important for a region to know about the significance and potential of cutting edge technologies regarding their regional competitiveness. The new BAK Technology Leadership Index is based on the international patent system and shows which regions are top locations for Artificial Intelligence (Machine Learning), Cyber Security, Industry 4.0 and many more cutting edge technolo-gies. To evaluate regional innovation power, the BAK Technology Leadership Index analyses three aspects:
Research quantity: What is the scope of regional research activities (number of total patents and total patents per capita for each technology)?
Research quality: How excellent is the research in a region (number of world class patents and share of world class patents of total patents)?
Research dynamic: How dynamic is the technology development in a region (growth of total patents and world class patents)?
These criteria were used to compare the innovation strength of the Lake Geneva Area (Geneva, Vaud, Valais) with selected global innovation powerhouses (The regions of San Francisco, Munich, Nord-Brabant, Stockholm, Paris, London, Singapur, Ruhrgebiet, Brussels) in 12 of the most relevant cutting edge technologies.
Among these regions, the Lake Geneva Area reaches a respectable 4th place in total. The Swiss region excels in Medtech (2nd place) and ranks third place in Artificial Intelligence, Robotics and Biotech. However, the San Francisco Bay Area is clearly the technology leader in most cutting edge technologies. The US region reaches the first place in 9 out of 12 analyzed tech-nologies. Munich is one of the best technology regions in Europe: The German mechanical engineering and vehicle construction hot spot is the technology leader in Material Science, Industry 4.0 and Electro/Hybrid vehicles. Stockholm excels in cyber security, whereas North-Brabant is the leading region in Medtech.
The following heat map shows the result of the BAK Technology Leadership Index ranking for the selected regions and technologies. The heat map is organized horizontally: It labels the regions with the highest ranking (1st place) within a technology in green and the regions with the lowest ranking (10th place) in red. BAK Regional University Index
Regions profit from universities through their contribution to economic development and their importance for the regional innovation system (RIS). They foster high level scientific research and are essential for the development and dissemination of knowledge and skills. “Regional collaboration” captures the universities function within the regional economic system, while “international collaboration” reflects their function as access points to global knowledge. The Index shows that most universities fulfill both functions for their home region. Only in some regions like Paris and many Dutch regions a pronounced focus on the regional innovation system is visible. In contrast Uppsala, Oxford and Cambridge profit particularly from the international linkages of their universities. London excels all other cities and performs best in terms of regional as well as international collaboration. Switzerland has universities that are not only well balanced regarding the local versus the global connections, but they also show a relatively high level of collaboration overall– most are allocated in the upper-right part of the graph. Defining, Measuring, Benchmarking and Representing Open Cities
The British Council and URBACT commissioned BAKBASEL to undertake a feasibility study on whether it is possible to measure the openness of cities (Index of Openness) and if so, how best to go about doing it. The study's main purpose was to examine the validity of the proposed concept of openness including which indicators and data are relevant, available and internationally comparable to measure the openness of cities. Internationaler Benchmark Report Bern
Der Kanton Bern ist Mitglied des internationalen Benchmark Programms von BAKBASEL. In diesem Rahmen erstellte BAKBASEL zu Handen des Kantons Bern bereits mehrmals eine standardisierte Benchmark Analyse, welche den Kanton Bern hinsichtlich der wirtschaftlichen Performance sowie anhand zentraler Standortfaktoren mit relevanten konkurrierenden Regionen vergleicht. Nach den ersten beiden Studien in den Jahren 2007 und 2008 ist dies nun die dritte Analyse in dieser Art.

From Subsidiarity to Success: The Impact of Decentralisation on Economic Growth
The aim of this study, commissioned by the Assembly of European Regions (AER), is to seek links between the degree of autonomy of a region, or the degree of decentralisation within a country, and economic development. The project has been divided into two parts. The first part describes how to measure decentralisation and presents the results of this measurement. Top Technology Region (TTR) Benchmarking Report
The secretaries of State of North Rhine-Westphalia responsible for Economy and for Innovation and the respective Ministers of Dutch North-Brabant, Belgian-Limburg, Dutch-Limburg, Liège and Flemish Brabant commissioned BAK Basel Economics to conduct a benchmarking analysis of the Top Technology Region (TTR) that aims to become a successful technology region.
